The situation is made worse by the fact that, despite a continuous increase in applicants each year, the allocation for examination waivers has not altered.
For elementary and secondary student exams, the Kenya National Examinations Council (Knec) would get Sh5 billion.
The allocation for examination waivers has stayed the same despite an annual increase in the number of applicants, making it challenging for the examination organisation to fulfil certain of its duties.
According to the budget committee report, this has made it more difficult for Knec to successfully carry out its task, including the payment of facilitators (inspectors, security officers, examiners, and scorers) and logistics.
Unpaid Examiners Will Have to Wait More
The salaries owed to the teachers who helped administer the 2022 Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE) exams have not yet been received.
Budgetary restrictions have been given as the cause of the nonpayment of salaries to examiners and invigilators by the Ministry of Education.

Belio Kipsang, principal secretary for education at KNEC, stated that KNEC has till the end of August to make all outstanding payments.
He did, however, add that the astonishing Sh1 billion in needed money will only be distributed in the 2023–2024 budget year.
The more than 40,000 examiners who marked the 2022 exams had hoped to receive their just compensation before the current fiscal year ended on June 30, but this unanticipated delay has shattered those aspirations.
According to a budget committee study, the financial burden brought on by insufficient funding is making it difficult for Knec to carry out its job efficiently.
This stress is exacerbated by challenges with logistics and the payment of facilitators like inspectors, security guards, examiners, and scorers.
The education industry impatiently anticipates additional advancements and solutions to lessen the financial load imposed by these dedicated professionals, with the payment of examiners and invigilators being extended until August.
