Universities To Only Offer Undergraduate Degree Courses in New Recommendations
The recommendation of the Presidential Working Party on Education Reforms (PWPER) is to prevent all universities from offering diploma and certificate programmes.
These academic certification levels will only be taught and given out at medium level colleges if the recommendation is approved by Parliament and the president. As a result, there will be a decline in university enrolment and an increase in college enrollment.
On June 6, 2023, education stakeholders gathered a validation meeting at the Centre for Mathematics, Science, and Technology Education in Africa (CEMASTEA).
If the proposal is approved, Section 20 (1) (e) of the Universities Act would be changed.
There have been two judicial rulings on this issue.
The Technical and Vocational Training Authority (TIVETA) Act authorises institutions to offer diploma, certificate, and bridging courses, according to the Kenya National Association of Private Colleges (KENAPCO), which filed a petition with the High Court in 2015.
A case brought by Robinson Kioko that would have prohibited institutions from offering certificate and diploma programmes was dismissed by the high court in Nairobi in 2021.
Kioko requested that Statute Law (Miscellaneous Amendment) Act 8 of 2014 be ruled unlawful by the court.
