TSC to Promote Teachers After Receiving Sh1 Billion
Following news on Thursday that the National Treasury had given their employer Sh1 billion for their promotions, more than 13, 713 teachers who had been trapped in the same job group can now rejoice.
To promote primary, secondary, and college teachers to the following grade, the Teacher Service Commission (TSC) needs Sh2.2 billion, however this is only half of that amount.
The decision to award that money for promotion was made to help teachers to deliver better education, according to yesterday’s statement from Julius Melly, chairman of the Parliamentary Committee on Education.
Speaking in Mombasa to the Kenya Secondary School Heads Association (KESSHA), Mr. Melly urged TSC to give all teachers who have been assigned to the same grade for years priority.
“To promote teachers, we provided the ministry Sh1 billion. Since they haven’t received a promotion in years, a group of instructors in grades D3 to D4 should receive particular consideration, he said.
After KESSHA chairman Kahi Indimuli raised concerns about delays in teacher promotions at all levels and cited deputy principals who had been refused promotions after serving for a year in that capacity, he brought up the subject.
According to Mr. Indimuli, deputies were typically demoted after serving for more than six months in those schools after new principals were appointed.
When a deputy principal fills in for a period only to be downgraded to a class teacher or subject head later on, Indimuli stated, “It is demoralising and diminishing.”
About 4,595 primary school teachers in Job Group C would be promoted to Job Group C2, according to an early TSC circular.

Employees from C2 were moved to C3, and teachers from C3 were moved to C4. It was estimated that this exercise would cost Sh1 billion. The training session is slated to start in July.
652 college teachers in Grade D3 will be promoted to Grade D4 at a cost of more than Sh175 million, according to a previous TSC notification.
This plan would result in the promotion of roughly 13,713 secondary and elementary school head teachers, deputy principals, senior masters, secondary teachers, head teachers and deputy head teachers.
According to the revised plan, promotions will be given to 1,330 secondary school teachers, 2,733 regular primary school head teachers, 1,725 deputy principal IIs, 602 regular school leaders, 224 deputy principal IIIs at secondary schools, and 208 senior master IIs.
Overall, the TSC has received at least Sh2.2 billion from Parliament for teacher advancement and pay increases.
Mombasa principals were advised on Wednesday by Ministry of Education representatives that the government was eager to address the dire teacher shortage.
The Cabinet Secretary for Education, Ezekiel Machogu, declared on Wednesday that 24,000 more teachers would be hired in the upcoming fiscal year.
The total number of teachers under President William Ruto’s administration now stands at 60,000.
