By 2024, the Junior Secondary School (JSS), which houses grades 7, 8, and 9, will have its own principal and governing body in addition to other employees.
In accordance with the new draught guidance from the government, parents will also need to purchase new sets of uniforms for their secondary school-aged children.
Secondary schools will have its own BOM, which will oversee both the operational and financial management of the facilities.
However, during the transitional year, primary school principals will also serve as junior secondary school principals.
The drafted rules for the transfer to lower secondary education provide specifics. While lower secondary schools are housed in elementary institutions, the government wants to make sure that the two levels of education remain separate.
Grades 7, 8, and 9, which are considered lower secondary, would be housed in current primary schools, according to a statement made previously by President William Ruto.
Ruto, however, gave the Ministry of Education the task of outlining the precise procedures for the transfer.
To set them apart from their elementary school peers, junior secondary school students wear separate uniforms.
However, due to the 100% transition policy, no child would be denied entrance to a high school due to the uniform, according to a senior government official.

It was decided that elementary school principals will serve as lower secondary school principals through the end of this year.
The high school’s financial administration will be overseen by the school administrators, who will also serve as the junior high school boards’ secretaries.
Like other high school pupils, junior high school students will also get a state capitation per child.
There will be differences between the junior high school board and the elementary school board. The information is released as tension rises as secondary teachers drool over lower secondary administration positions.
Infrastructure and teacher utilisation are anticipated to face some difficulties during the changeover, and some parents may choose to transfer their children to other schools.
As the clock counts down to the school’s reopening, there have been inquiries over policies, infrastructure, and teacher utilisation, among other details.
The problem of junior high school pupils being able to access laboratories was a major one.
However, further specifics of the draught guidelines were revealed at a stakeholders’ gathering at the Kenya Institute of Curriculum Development (KICD), which was presided over by Education Cabinet Secretary Ezekiel Machogu.
According to Machogu, the team’s duties included supporting effective leadership and management of the junior high school, facilitating a smooth transition from the sixth form primary school to the junior high school, and encouraging consistency in the implementation of the junior high school curriculum, including teaching, learning, and assessment.
Machogu added that the team’s results are anticipated to ensure that all students, including those with special needs and disabilities, have access to a safe, suitable, and adequate physical infrastructure as well as a welcoming environment.
The team was also expected to outline the roles and responsibilities of important stakeholders in the implementation of the various Junior High School components and make recommendations on how to guarantee the provision of adequate and well-prepared human resources to facilitate the delivery of the Junior High School curriculum.
Currently, an overview of the curriculum’s implementation in schools is the responsibility of the deputy principals.
In junior high schools, these senior teachers will take up this position. Additionally, it was announced that some secondary school instructors who have received training in accordance with the Competency Based Curriculum (CBC) will be invited to instruct in specific topics at the lower secondary level.
