TSC Staff To Work Without Pay Day and Night, Proposal
Now, employees of the Teachers Service Commission (TSC) who work under the Human Resource Management and Development directorate must put in extra time without pay during the day, at night, and on the weekends.
All employees working under the directorate have been instructed to select their preferred shifts in a new work arrangement that will be implemented on May 8, 2023, according to an internal memo dated May 5, 2023, signed by the HRMD Director Dr. Julius Olayo and copied to the Commission Secretary Dr. Nancy Macharia and Director Administration Services.
Payroll preparation for all Teachers Recently Recruited
“All officers are requested to implement the following work arrangement in order to take on and promptly accomplish priority assignments originating from the recent recruitment of teachers, the deployment of elementary school teachers to JSS, and pending 2022, among others, during this payroll month…Tea and snacks will be offered throughout the night shift, according to the memo.
The memo states that beginning May 8, 2023, until further notice, there will be a day-and-night shift schedule for the weekdays. The night shift will go from 7:00 p.m. to 6:00 a.m., while the day shift will run from 6:00 a.m. to 6:00 p.m.
The work schedule for weekends started on May 6, 2023, with working hours of 9:00 a.m. to 4:00 p.m.
The email further states that “all officers working under the day shift arrangement will report for duty either on a Saturday or Sunday.”
Officers will only receive one to two days off work, depending on the shift option; there will be no monetary value incentives.
An officer will be permitted one day off work for a day shift of five working days, two days off work for a night shift of five working days, and no off work on weekends.
To ensure that the chores concerning processing the 2022 exits are finished by May 31, 2023, Divisional Supervisors and Unit Heads have been asked to delay taking the off days until after the activities have been completed.
Specific goals that must be achieved before the end of payroll have been delegated to the corresponding Divisional Supervisors and Unit Heads, and they will be held accountable for them at task’s conclusion. Everyone is bound by this work agreement, Dr. Olayo was told in the message.
The working arrangements come at a time when Junior Secondary School (JSS) teachers are complaining about not having received their salaries since January, and many of its field officers, particularly Sub-County Directors and Curriculum Support Officers (CSOs), work in a rigid environment where they are given tasks without any assistance and are required to work on the weekends.
The Commission stated at the beginning of this month that it had already processed 50% of the 35,550 newly hired JSS teachers’ wages, placing the responsibility on some of the instructors’ tardy reporting to their assigned stations.
While committing to implement all salaries this May, the Commission recommended instructors to validate the payments with their respective banks.
