TSC Releases Promotion Interview Scoresheet October 2023
The Teacher Service Commission (TSC) has recently introduced a new promotion scoresheet, marking a significant development in the way educators are promoted within the Kenyan education sector. This initiative aims to instill professionalism, uphold ethical standards, and elevate the quality of instruction within the teaching profession.
TSC plays a crucial role in managing various aspects of teacher administration, including registration, recruitment, placement, compensation, promotion, and discipline. It also strives to maintain high teaching standards and reduce unrest in educational institutions.
In its pursuit of excellence, TSC is actively involved in identifying and nurturing highly qualified individuals for leadership roles in educational institutions. Eligibility for these positions requires candidates to be professionally trained university Graduate Teachers, Technical Teachers, or Lecturers employed by the Teachers Service Commission. They must demonstrate competence in both classroom teaching and administration, hold a minimum job group M grade, and maintain a clean personal record.

Effective from October 2023, the new TSC Promotion Scoresheet offers a structured approach to assess candidates for promotion. It includes several scoring areas, each evaluating different dimensions of an educator’s capabilities:
1. Administrative Abilities: This section assesses achievements, co-curricular activities, participation in education affairs, knowledge of Parent-Teacher Association/Board of Management (PTA/BOM) formation, members, and functions, as well as understanding the role of sponsors. A maximum of 30 points can be earned in this category.
2. Knowledge of Education Issues: This segment tests the candidate’s understanding of educational trends post-independence, various education commissions, their purpose, recommendations, and adoptions/implementation. It offers a maximum score of 12 points.
3. Curriculum Expertise: Here, candidates are evaluated on their knowledge of curriculum development, the structure and function of the Kenya Institute of Curriculum Development (KICD), current curriculum trends, curriculum implementation, and the structure and function of the Teachers Service Commission. A maximum of 28 points is available in this section.
4. Legal Framework in Education: This part examines the candidate’s grasp of key legal aspects in education, such as the Teachers Service Commission Act, Education Act, Kenya National Examinations Council, Trade and Dispute Act, TSC Code of Regulations for teachers, Schemes of service for teachers, and a manual for Heads of Secondary Schools in Kenya. It provides a maximum score of 7 points.
5. Knowledge of Educational Organizations: Candidates are also evaluated on their familiarity with various educational organizations, including the Kenya Institute of Curriculum Development (KICD), Jomo Kenyatta Foundation, and Kenya Literature Bureau, with a total of 6 points at stake.
In summary, the release of the TSC New Promotion Scoresheet underscores the commitment of the Teacher Service Commission to elevate the quality of education in Kenya. This structured approach ensures that educators are promoted based on their competencies and abilities, contributing to the professionalism and excellence of the teaching profession in the country.
Ultimately, this initiative promises to benefit both educators and the broader education system, enhancing the quality of education throughout Kenya.
