TSC Releases New Tough Rules On Teachers’ Annual Leave
The Teachers Service Commission (TSC) has issued new guidelines regarding the utilization of annual leave for all of its Secretariat staff.
In an internal memo dated October 9, 2023, and addressed to all the organization’s directors, Dr. Nancy Macharia, the CEO of the Commission, expressed concern about the lack of adherence to Clause 57 of the Human Resource Policies and Procedures Manual 2018 by certain staff members.
This memo, which has also been circulated to regional directors, county directors, and sub-county directors, emphasizes the mandatory nature of all TSC Secretariat employees taking their 30-day annual leave each working year. It directs these officers to review and update the pending leave days for staff in their respective service areas.
Dr. Macharia stressed the importance of staff taking their annual leave in line with the Leave Roaster to ensure the smooth continuity of service delivery to teachers and other stakeholders. Senior officials are tasked with using administrative arrangements to regulate leaves effectively.
Staff members with accumulated or unused leave days are urged to proceed on leave immediately, following the approved leave roaster. Those unable to do so due to work-related requirements must submit applications for leave deferment, with decisions made in accordance with the memo’s guidelines.

Dr. Macharia highlighted that it is crucial to utilize all leave days, including those carried forward or deferred in the current leave year, before June 30, 2024. The memo specifies that no more than 15 unspent leave days can be carried over into a new leave year, and the Commission may demand cash compensation from those who fail to use their leave days.
For those who wish to opt out of their annual leave for any reason, prior written approval from the Director of Human Resource and Development is required, with a warning that non-compliance with these guidelines will result in punishment.
The memo also instructs the Director of Operations to collaborate with regional directors in coordinating the leave schedules for all field staff and ensuring adherence to the provided rules.
