TSC Confirms It Will Train JSS Teachers In 2023/2024
According to TSC Chair Dr. Jamleck Muturi John, the Commission would spend Ksh1.3 billion on teacher training for the Competency-Based Curriculum (CBC) in the fiscal year (FY) 2023–2024.
In the current Financial Year, the Commission received a total of Ksh323.7 billion, an increase of Ksh24 billion from the previous year. According to Dr. Muturi, the Commission has already trained 289,000 teachers on CBC implementation.
Dr. Muturi also disclosed that the Teachers Service Commission, TSC is planning to retrain school administrators on their tasks while speaking to secondary school principals at the 46th annual Kenya Secondary School Heads Association (KESSHA) Conference.
In addition to the 8,000 teachers who have been promoted through the Common Cadre and the 10,000 teachers who have been promoted through competitive processes, the Commission will spend Ksh1 billion on teacher promotions. Ksh4.68 billion will be utilised to hire 20,000 teacher interns.

The TSC chair outlined the Commission’s major accomplishments during the current administration, including the hiring of 30,550 teachers to teach in Junior Secondary Schools (JSS), of whom 9,000 were hired on permanent and pensionable terms and 21,550 on internship terms, as well as the deployment of an additional 8,367 primary school teachers to teach in JSS, bringing the total number of JSS teachers to 38,917.

Dr. Muturi continued by saying that the Commission had trained 163,938 educators in the use of remote learning, an alternative method of curriculum delivery that was introduced in January of last year and allows instructors from schools with adequate staffing and better facilities to virtually share their classes with other institutions.
Other TSC accomplishments he listed include automation of crucial teacher processes like hiring, leaving, and transferring teachers, the TPAD system, devolution of services down to the lowest administrative level, extensive engagement with stakeholders, and prompt hearing of disciplinary cases to ensure prompt resolution of cases where they are currently handling 2,022 cases.

Dr. Muturi made the following remarks regarding teachers who engage in chronic alcoholism, drug use, or substance abuse: “They will be treated for three months at TSC’s expense. The Commission has established a fully equipped wellness centre with qualified medical staff to help rehabilitate teachers who engage in drug use as a result of workplace stress.”
“Principals work in settings that are quite difficult. Alcoholism, drug addiction, and substance misuse are all treated as diseases. Such teachers will be granted paid time off, and we will place them in a rehabilitation facility for three months, the official stated.
He emphasised that the Commission will support principals fully as they carry out their responsibilities, encouraging them to serve as coaches, mentors, role models, and mediators for the students and new teachers as they carry out their responsibilities.
Dr. Muturi advised, “You must demonstrate professionalism and ensure the prudent management of resources, including money, property, people, and students; increase income-generating activities in the school; enhance environmental conservation; and adopt school policies and programmes that are intended to improve the learning environment.
