SRC Scraps These Allowances For Teachers and Civil Servants
The Salaries and Remuneration Commission (SRC) announced on Monday its intention to soon suspend certain benefits provided to state officers. This decision will have broad implications for government employees in different roles within Ministries, Departments, and Agencies (MDAs). Allowances like plenary sitting allowance, ministerial allowance, and taxable automobile allowance will no longer be disbursed.
Additionally, other benefits, including retreat allowance, institutional internal committee sitting allowance, and taskforce allowance for institutional internal committees, will also be affected by this change. According to an SRC official, these six allowances have already ceased being paid.
In August 2022, Parliament threatened to dissolve the SRC due to its proposal to eliminate the plenary sittings allowance for Members of Parliament (MPs) and Members of County Assemblies (MCAs). MPs argued that this would significantly impact their income, as they are compensated for a minimum of four sittings per week.

The retreat allowance is granted to public servants involved in special tasks, as per an SRC circular from August 2023. This payment is exclusively provided to state officers who work on policy documents outside of their regular offices.
Furthermore, SRC contended that granting a Sitting Allowance to Institutional Internal Committee Members on top of their standard salary amounted to double compensation, stating that these committees are formed to execute the institution’s mandate.
In June 2023, President William Ruto proposed that the SRC should explore measures to reduce compensation for high-ranking state officers in an effort to curb the country’s rising wage expenditure.
