“I would like to let all of the MPs here know that capitation funds, which total Sh28 billion, were supposed to have been provided by the Treasury before last Friday but there was a delay,” Machogu said.
Machogu claimed that because the problem affects not just him but the entire nation, he has consulted with the Treasury to release the monies.
The money will be at the ministry by tomorrow, he has verified, and after that we will be able to distribute them to all of the schools in the country, Machogu said. “And I wish to report to the honourable members and the country as a whole, that indeed he has confirmed that,” he added.
And I’m hoping that by this coming Friday, our schools will be able to receive capitation monies. Although we apologise for the delay, the funds should be in the schools’ accounts by the end of the week.

The government was urged by headteachers and principals to distribute school capitation money, warning that failure to do so might result in closure of the institutions.
They claimed that because they are currently obliged to purchase products on credit due to a lack of cash, the government urgently has to help in the current situation.
