School Heads and Principals To Be Appointed By Education CS
The Ministry of Education‘s new laws on the choice of school heads have been criticised by the Teachers Service Commission (TSC) and two teachers unions.
The ministry wants all institution heads to be chosen by the Cabinet secretary, according to proposals in the draught Basic Education Regulations 2014 document.
The TSC, the Kenya National Union of Teachers (Knut), and the Kenya Union of Post Primary Education Teachers (Kuppet) all argued that it is TSC’s responsibility to hire and advance all teachers.
All school principals would have to reapply for their jobs if the proposal were to pass.
In circumstances when the existing head teachers show that they are unable to manage school resources, new people may be hired to run schools, according the legislation.
DISHONEST DOCUMENT
The new regulations also suggest that all heads of institutions serve terms of five years and are available for reappointment for two further terms of the same length.
The rules provide that an official may be reappointed for a third term to work in a different school after serving two terms of five years in the same institution.
Section 92 of the 2014 drafted Basic Education Regulations contains several ideas.
The recommendations were rejected by Knut and Kuppet on Tuesday, who dubbed the document “dishonest and bordering on provocation.”
Legally, they claimed, only TSC has the authority to hire new employees, and the ministry has no right to assume that responsibility.
Additionally, it was revealed that the unions and ministry representatives had met last week and reached an understanding on a number of controversial areas in the text, only for the ministry to’renege’ on the agreement.
