School Capitation To Be Released Next Week, PS Kipsang
Principals of Junior and Senior Secondary Schools can rejoice after the Ministry of Education and the National Treasury agreed to distribute capitation funds by next week.
Belio Kipsang, Principal Secretary of the State Department of Basic Education, told public school principals across the country that the funds were available and will be deposited to their individual bank accounts without further delay.

The PS made the remarks at the Central Primary School playground in Eldoret town during the opening of the Sh60 million Uasin Gishu ECDE milk program, which will benefit 40,000 students in the region.
Former West Pokot governor John Lonyangapuo, the chairperson of the North Rift Waterworks development agency, graced the event held by Uasin Gishu Governor Jonathan Bii.
Kipsang was responding to principals’ complaints about the government’s delay in releasing capitation funding, stating that the move threatened to bring the institutions to a halt.

The principals reported that they had not received the free day secondary education capitation money for the second term, which was exacerbated by some parents’ inability to pay school fees.
According to Indimuli Kahi, chairperson of the Kenya Secondary Schools Heads Association, principals found that schools were in debt and relying on suppliers.
“If the suppliers get tired of waiting for payment and refuse to supply, the schools will be grounded,” Kahi stated.

Schools opened this week for the second term, which, according to Kahi, is the longest in the school calendar.
Students in Form Four take mock exams during the term to prepare for the KCSE exams at the end of the year.
Kipsang claimed that the Ministry of Education had delivered 18 million books to grade seven students in order to ensure that learning went smoothly in all public schools across the country.

Governor Jonathan Bii, on his part, stated that his administration has put in place measures to assure the milk program’s sustainability.
“My government has put in place adequate measures to ensure that this milk feeding program for ECDE students is sustainable across the country,” Bii stated.

He stated that the students will be given milk twice a week, and that their goal is to increase enrolment and keep students in ECDE.
