MoE form Taskforce to Implement Education Reforms Despite Parliament Injunction
Education Cabinet Secretary Ezekiel Machogu has established four committees to oversee the implementation of education reforms. These committees include the steering, legal, sessional, and departmental technical committees, which will be responsible for implementing the recommendations of the Presidential Working Party on Education Reforms (PWPER).
Some of the PWPER’s recommendations have already been put into action, including the introduction of junior secondary education in existing primary schools, a new financing model for higher education, and the recruitment of additional teachers by the Teachers Service Commission (TSC).
However, members of parliament have criticized the implementation of these reforms, alleging that they violate constitutional provisions. They are demanding that the implementation be halted until it receives approval from the National Assembly.
The establishment of these committees has the potential to create a conflict between the MPs and President William Ruto, who has been eager to implement the Munavu recommendations to guide the implementation of the competency-based curriculum.
Education Cabinet Secretary Ezekiel Machogu defended the Ministry’s approach, stating that they had set up structures to ensure the effective implementation of the report. He noted that they had established committees to oversee the process and emphasized the importance of parliamentary support in refining the legal framework governing education and allocating sufficient funding for implementation.
These committees, including the steering committee chaired by the CS, will provide oversight, policy guidance, and implementation directives for the recommended reforms. They will also evaluate progress reports and ensure feedback on the implementation process.
Additionally, there are legal, sessional paper, and departmental technical committees that will handle legal and policy documents, sessional papers, and technical aspects of the reforms.
Efficient and effective education systems and structures are essential for providing inclusive quality education at all levels. The success of these education reforms will depend on changes to education laws and adequate funding, with government agencies working together to define roles and eliminate inefficiencies.
