Government Disburses Sh 67 Billion to Schools Across the Country
The government has taken significant steps to support education in Kenya, with a total disbursement of Sh 67 billion to learners in public primary and secondary schools as of January 2023. Education CS Ezekiel Machogu provided details of these allocations:
1. Sh7.9 billion was allocated for the Free Primary Education Programme, benefiting nine million learners in public primary schools.
2. Sh14.7 billion was provided for one million Junior Secondary School learners since January of the same year.
3. Sh44.4 billion was spent on the capitation of 3.7 million learners enrolled in Free Day Secondary Education.
Additionally, the government has been processing applications for loans, bursaries, and scholarships from students. On October 4, 2023, the Higher Education Loans Board (HELB) disbursed Sh10.5 billion for tuition and upkeep loans to continuing students in universities and TVET institutions under the old funding model.
CS Machogu highlighted that each university student receives a minimum loan of Sh37,000 and a maximum of Sh60,000, while successful TVET trainees receive an average of Sh40,000 per annum.

In September 2023, the government allocated grants worth Sh8.4 billion as capitation to students in public universities and Sh441 million for continuing students in private universities. Additionally, Sh1.3 billion was distributed as capitation to continuing trainees in various TVET Colleges.
Furthermore, the government initiated the student application process for higher education scholarships and loans for the 2022 Kenya Certificate of Secondary Examination cohort placed in universities and TVET institutions for the 2023/2024 Academic Year. As of October 4th, 2023, a total of 238,714 applications had been submitted, with 269,112 students placed by KUCCPS in universities and TVET institutions, making them eligible for Government funding. This indicates that 3,608 and 26,790 students placed in universities and TVET institutions, respectively, are yet to apply for these opportunities.
