Belio Kipsang Sends Chilling Message to All School Administrators
The Education Ministry has issued a warning to administrators, cautioning them against mandating remedial lessons, emphasizing that such practices are prohibited.
Belio Kipsang, the principal secretary for basic education, expressed his concerns regarding certain school administrators who persist in imposing unauthorized fees on parents to compensate teachers for providing remedial instruction.
In a statement, Kipsang pointed out, “Teachers cannot justify the need for additional hours under the guise of remedial teaching.”
Kipsang emphasized that the time allocated by the ministry for instruction is sufficient to impart the necessary knowledge, skills, and abilities for students to excel in exams.
Additionally, Kipsang highlighted that remedial instruction and its associated fees impose a financial burden on parents, attributing this to the ministry’s reputation for offering remedial instruction.
On September 19, Belio Kipsang addressed a gathering of colleagues from the Coast Region’s national government administration officers and field education officials at Mombasa’s Shimo La Tewa Secondary School.
As primary and secondary schools prepare for the national exams, Kipsang issued his warning.
The Kenya Primary School Education Assessment (KPSEA) and Kenya Certificate of Primary Education (KCPE) exams are scheduled to commence on October 30, 2023, while the Kenya Certificate of Secondary Education (KCSE) exams will run from November 3 to November 24.

Kipsang affirmed that the ministry would take action to uphold the integrity of national exams.
He also urged educators to conduct this year’s national exams with honesty to regain the public’s trust.
To enhance the credibility, validity, and reliability of the examinations, he stated, “As officers responsible for overseeing the administration of national examinations, we must ensure that we safeguard the conduct of the examinations against all forms of malpractices.”
